
A DMRE HDI Letter must be developed to obtain a retail or wholesale fuel license. You must apply to the Department of Mineral Resources and Energy (DMRE) for a wholesale or retail license if you want to buy or sell petroleum products to members of the public. A HDI Letter forms a part of the statutory documents required for a well-developed DMRE license application. The DMRE regulates and promotes the minerals and energy sectors in South Africa, providing sustainable and affordable energy for growth and development.
A Historically Disadvantaged Individual is defined as meaning; “a South African citizen who, due to the apartheid policy that had been in place, had no franchise in national elections prior to the introduction of the Constitution of the Republic of South Africa, 1983 (Act 110 of 1983) or the Constitution of the Republic of South Africa, 1993 (Act 200of 1993); and/or who is a female; and/or who has a disability, provided that a person who obtained South African citizenship on or after the coming into effect of the interim Constitution, is deemed not to be an HDI.”

What a DMRE HDI Letter Articulates
A HDI Letter includes the name of the fuel company and its registration number. It serves to state that the mentioned company is indeed owned by a Historically Disadvantaged Individual, and includes the company’s BBBEE scoring.
