With growing opportunities in the expanding energy sector in South Africa, it is important to know who qualifies as HDSA (Historically Disadvantaged South Africans). The identification of HDSA in various industries, specifically the energy sector, aims to redress historical, social, and economic inequalities, as stated by the Constitution of the Republic of South Africa. The Department of Mineral Resources and Energy (DMRE) regulates, transforms, and promotes the minerals and energy sectors. Expanding on this, the term Historically Disadvantaged South Africans (HDSA) refers to any person, category of persons or community, disadvantaged by unfair discrimination before the Constitution of the Republic of South Africa, 1993 (Act No. 200 of 1993) came into operation.
Who Qualifies as HDSA
Historically Disadvantaged South Africans include;
- Blacks, Coloureds, and Indians,
- Women, and
- Individuals with disabilities.
South Africa needs to develop an increased understanding and cooperation between established industry players and HDSA companies to drive the energy sector. HDSA companies include businesses that are owned or controlled by historically disadvantaged South Africans, that operate on a basis to meet all aspects of the Charter.
The South African labour market does not produce enough of the skills required in the petroleum industry, especially HDSA oil companies. Organised industry and government work together in addressing this skills gap. In its bi-lateral relations with relevant countries, government endeavours to secure training opportunities for HDSA companies’ staff, as well as exchange opportunities with oil companies operating outside of South Africa.
Therefore knowing who qualifies as HDSA empowers individuals to create an industry that will proudly reflect the promise of a non-discriminatory South Africa.
