Developments needed for Fuel License

According to the Petroleum Products Amendment Act, 2003 (Act No 58, 2003) the “Act” Section 2A (1) (d), states that no one is allowed to retail prescribed petroleum products unless that person has a valid retail license.

The Petroleum Products Amendment Act, 2003 (Act No 58, 2003) the “Act” Section 2A (1) (c), states that no one is allowed to own a site for the purpose of retailing Petroleum Products unless that person has a valid site license.

A wholesale fuel license allows businesses to sell fuel in bulk to other businesses or retailers. A retail fuel license allows businesses to sell fuel directly to the public. This license is suitable for petrol stations, convenience stores, and other businesses that sell fuel as a secondary product.

For a Wholesale fuel license you need…

  1. A valid business registration certificate;
  2. Adequate storage facilities for fuel and lubricants;
  3. Proof of ownership or a lease agreement for the storage facilities;
  4. A valid safety certificate for the storage facilities; and
  5. Compliance with environmental regulations.

For a Retail fuel license you need…

  1. A valid business registration certificate;
  2. Adequate safety and fire prevention measures in place;
  3. A valid safety certificate for the premises; and
  4. Compliance with environmental regulations.

Developments needed for a fuel license include:

  1. A business & financial plan;
  2. Financial projections;
  3. An environmental management plan;
  4. A HDI letter (if applicable);
  5. Development of the motivation;
  6. Completing all 4 of the necessary declarations;
  7. The completed application form;
  8. A transport agreement;
  9. A procurement spend plan; and
  10. An employee schedule.
