South African businesses that sell or distribute fuel and lubricants are required to hold a valid fuel license. It is therefore vitally important for these businesses to know about DMRE licensing. These licenses are issued by the Department of Mineral Resources and Energy (DMRE). The DMRE regulates the fuel industry to ensure compliance with safety, health, and environmental regulations. A retail fuel and wholesale fuel license have specific conditions of use and are suitable for different types of businesses. Retailers are only allowed to purchase petroleum products from a licensed manufacturer or wholesaler.
A decision must be made within 90 days from the date when the Department received proof of publication of the notice of application. The DMRE license is valid for as long as your business operates.
Steps for DMRE Licensing
- Complete the Application form for site or retail license, DMRE 39.
- Send the application form to the Department of Mineral Resources and Energy regional office.
- The Department will send you a letter stipulating that you must publish a notice of application in four newspapers.
- You must provide proof of the publication of the notice of application to the Department.
- Once you have a license, you must submit information on your business annually using the Retail licence annual information (submission form), DMRE 33.

- R500.00 – retail license annual information.
