You must apply to the Department of Mineral Resources and Energy (DMRE) for a site or a retail license to purchase or sell petroleum products to the public. These licenses are valid for as long as your business operates. Likewise, amendments to the existing DMRE licenses must also go through the Department. This is vitally important as the DMRE aims to develop a mineral resources and energy sector that promotes economic growth and development, social equity, and environmental sustainability. It regulates and promotes the minerals and energy sectors, providing sustainable and cost-efficient energy for growth and development.
There are different types of fuel licenses but mainly; a wholesale fuel license and a retail fuel license. Businesses that sell fuel in bulk to other businesses or retailers require a wholesale fuel license. These licenses allow businesses to purchase fuel at a lower cost per litre, as compared to purchasing fuel from retailers. Businesses that sell fuel directly to the public require a retail fuel license. This license is suitable for petrol stations, convenience stores, and other businesses that sell fuel as a secondary product.
A license certificate can be amended at any time if there has been any form of change to the license holder’s details (entity / individual etc.). However, when there is a majority change of ownership within the licensed entity, an amendment is not applicable and a new application must be lodged.
To lodge a new DMRE license…
- Complete the appropriate application form
- Send the application form to the Department of Mineral Resources and Energy regional office.
- The Department will send you a letter stating that you need to publish a notice of application in four newspapers.
- You must provide proof of the publication of the notice of application to the Department.
- Once you have a license, annually submit information on your business using the appropriate annual information – submission form
