Fuel or Lubricant Manufacturing License for Market Potential

We depend highly on fuel to power key industries, including providing us with power and transportation. The South African energy sector has grown considerably in recent years, with fuel being an integral commodity. If you wish to enter into this rewarding sector to manufacture petroleum products, you must apply to the Department of Mineral Resources and Energy (DMRE) for a fuel or lubricant manufacturing license. The DMRE ensures the transparent and efficient regulation of South Africa’s mineral resources and minerals industry, and the secure and sustainable provision of energy in support of socio-economic development.

You may not manufacture a petroleum product without a manufacturing license. Having a petroleum manufacturer’s license allows you to manufacture petroleum products and sell them to any licensed wholesaler or retailer. This license does however exclude selling for export purposes. A decision is made within 90 days from the date when the Department received proof of publication of the notice of application.

Fuel or Lubricant Manufacturing License

For a fuel or lubricant manufacturing license you need to have:

  • A business & financial plan;
  • 5-year financial projections;
  • An environmental management plan;
  • The accountants HDI letter;
  • A motivation letter;
  • The necessary declarations;
  • The completed application form;
  • A transport agreement;
  • A procurement spend plan; and
  • An employee schedule.

Fuel or Lubricant Manufacturing License Costings

  • R1000.00 – if you had been operating before the Petroleum Products Amendment Act, 2003 (Act 58 of 2003), came into effect.
  • R10,000,00 – if you were not operating before the Petroleum Products Amendment Act, 2003 (Act 58 of 2003), came into effect.
  • R5000.00 – annual manufacturing license fee in respect of petroleum products manufactured from any hydrocarbon including petroleum, crude oil, natural gas, natural gas liquids, or coal or any combination thereof.
  • R500.00 – annual manufacturing license fee in respect of petroleum products manufactured from other raw materials.
