You must apply to the Department of Mineral Resources and Energy (DMRE) for a site or a retail license if you want to purchase or sell petroleum products to the South African public. It is important to note the different types of fuel licenses in South Africa, as they have different requirements. The Department of Mineral Resources and Energy (DMRE) issues these licenses. The Department regulates the fuel industry to ensure compliance with safety, health, and environmental regulations. Once obtained, the license is valid for as long as your business operates.
Businesses that sell fuel in bulk to other businesses or retailers require a wholesale fuel license. The license allows wholesale fuel businesses to buy petroleum products in bulk (1500 litres or more, per transaction of petroleum products) from a licensed manufacturer, and to sell it to end users.
Businesses that sell fuel directly to the public require a retail fuel license. Retailers can only purchase petroleum products from a licensed manufacturer or wholesaler. This includes ancillary uses such car washes, a shop and a restaurant, but excludes vehicle repairs, sales, and servicing.
For the Different Types of Fuel Licenses in South Africa, you are required to:
- Complete the Application form for site or retail license, DMRE 39.
- Send the application form to the Department of Mineral Resources and Energy regional office.
- The Department will send you a letter stipulating that you must publish a notice of application in four newspapers.
- You must provide proof of the publication of the notice of application to the Department.
- Once you have a license, you must submit information on your business annually using the Retail license annual information (submission form), DMRE 33.
Fees Structure
- R1000.00 – site license application fee.
- R500.00 – retail license application fee.
- R500.00 – for the license annual information.
A decision must be made within 90 days from the date when the Department received proof of publication of the notice of application.
