The DMRE Application forms for a wholesale or retail license includes;-

• The registered company name and trading name;

• Postal and physical address of registered office;

• The province where operations are or will be carried out;

• Applicants mobile number and email address;

• Business number;

• Applicant/ Contact Person name and surname;

• Applicant/ Contact Person ID number;

• Business type;

• Business registration number;

• Tax number;

• Historically Disadvantaged South African ownership percentage; and

• Declarations.

DMRE retail license annual information forms include;-

• The licensee’s particulars;

• Details of contact member;

• Name of fuel supplier;

• Oil company brand;

• Relationship between owner and retailer;

• Historically Disadvantaged South African ownership percentage;

• Number of employees (by race, gender, and disability);

• Details on training; and

• Declaration.

DMRE temporary licenses include;-

• Company name;

• The authorised person’s full name;

• ID number;

• The reason why the company and authorised person should be issued with a temporary license; and

• Declaration.

THE PROCESS

1. Complete the form Application for site or retail license, DMRE  39.
2. Send the application form to the Department of Mineral Resources and Energy regional office.
3. The Department will send you a letter stipulating that you must publish a notice of application in four newspapers.
4. You must provide proof of the publication of the notice of application to the Department.
5. Once you have a license, you must submit information on your business annually using the Retail license annual information (submission form), DMRE  33.

You should receive a response within 90 days from the date when the Department received proof of publication of the notice of application.
